ZOMG SHUFFLES YAA~Y!!1!

Im excited about these groups!! Im especially looking forward to Osaka, Fukuoka, Tokyo and Nagaoya. Although Im a bit confused about why there are two Tokyos listed aswell as two Nagoya. Is it because the first line up that was reported was found to be wrong? I've just realised that I've named everyne one of the groups except Sapporo. I actually am excited for this group but as I tend to prefer upbeat songs to ballads and the likely hood is that this group is sinigng a ballad is well, high then Im looking forward to the others more. However Im looking foward to hearing a lot more Yuko and Nacchi ♥

Isn't some "shuffling" done all the time? Recall the mix of groups that did all the old songs during the July 29 H!P concert; that was cool! Is that shuffling, or what is it???

The traditional "shuffle" units are temporary units created every year that had one single and PV released. If you consider this definition, it's definitely a step over what happens just during H!P concerts. Sure, what they did was a "shuffling" of the members, but not shuffle units.
It's also impossible to say any of these arrangements are for shuffle units. I believe it's more probable that they aren't, because we wouldn't have a date with a location but a date for release of a single if they were. That said, it's still a step over the shuffling of H!P concerts - these members are doing, maybe a concert, by themselves. That is something I haven't seen done up until now. And since some members are seriously lacking some spotlight, I look forward to this even more than the old shuffles. This can be great.
As I said in the post and is written on the original news in Hello Non-Pro Hour, there aren't any indications that these are shuffles. These are groups that were announced and will be doing something in the mentioned dates and locations. I think it's most likely going to be mini-H!P concerts. Maybe they thought it's a good idea to do concerts with few, selected members, after they did the Morning Musume Tanjou Kinentai tour. Because that and the Otome Gumi/Sakura Gumi era are the closest they've come to this, if these are really concerts. Well, that explains why there are 2 Tokyo - "Tokyo" isn't the name of the group, it actually means they'll be in Tokyo in those dates.
I think all these shuffle groups are well thought out. although I would be happy to see sayu and koharu together in one, although I would like to know the names of these shuffle groups. I'm sure we'll know soon

Heh im quite stupid not realising that they were places names and not the group names.. I thought they might just be named after the places :P I hope they are shuffle groups as they sound good and I cant wait to hear them singing a single together

I just can't seem to get excited about this news, since we don't actually know what it means. "Something" could be a handshake event for all we know, or just a mini-concert (which, while neat, wouldn't really be that big of a deal). I miss the shuffle units so much though...low sales or not, I wish they would have kept up such an important and fun tradition! But I guess they have to think about profit, and you can't blame anyone for that. Still...
Oh, I think a mini-concert would be a big of a deal. If you analyze the line-ups, some whole groups are included in some of them, like Berryz and C-ute... Those don't look so great, because how would that be any different from a normal concert from these groups? Also, these groups are paired with traditional MCs in H!P concerts (Inaba, Yaguchi) which just boosts the possibility that these are mini-concerts. But then, when you look at groups like the last Nagoya one, Momusu is broken in half. It would be strange for them to perform Momusu songs like that, I mean, what would be the use of that? They could keep the whole Momusu together. If this is anything like the Tanjou Kinentai concert, with them doing older songs and all that, I'm really excited about it.

Also, I don't think some of them, like Ayaka and Maeda Yuki, have a fanbase that explains organizing a handshake event. Yasuda probably doesn't have one too, and she's in the list twice.
